Title:  Senior HSE Engineer

Job Purpose

Develops HSE plans and deliverables in accordance with JSTEPs including bid documentation and execution documentation. Provides HSE Performance analysis, reporting and assurance to the project for HSE management system measurement and compliance. Advice on HSE management system implementation, HSE Key Performance Indicator analysis, and HSE dashboard integration.  

The role provides assurance for compliance to Client HSE requirements.

Main Scope/Responsibilities

  • Planning (based on phase of work and JSTEPs):

- Project HSE Risk Assessment.
- Facilitates construction HAZIDs
- Health Risk Assessment and Health Management Plans
- Preparation of Bid documents for HSE
- Develop HSE plans and procedures (including FEED, Execution and Commissioning).
- Pre-qualification and bid evaluations (gap analysis and action plan).
- Preparation for contractor kick-off meetings.
- Carry out training needs analysis, develops training matrix, plans & programs, and define training requirements
- Develop operational control's monitoring tools 
- Develop and/or review HASAP with input from engineering/design, construction, specialty contractors,supply management and Client (and interrested parties if applicable)
- Contribute and/or lead the HSE procedures and work procedures developement and review (inputs by the interressed entities and/or disciplines if required)
- Ensure that HSE program goals/targets are defined and specific to the project

  • HSE assurance reviews (audits) on contractors on a periodic basis, for example;

- Bid review (assessment of HSE plans and gap analysis and action plan).
- Bid award (assurance of action plan when contractor mobilises).
- HSE Audits of Contractors carried out according to schedule.
- Carry out Spot Checks for specific HSE compliance.
- Identify gaps and areas of improvement. 
- Ensure that the contractual documents are reviewed and specifi to the project and activities.
- Develop operational control tools (if necessary) for the project (Inspection/ Monitoring checklists, toolbox supports, & others...) 

  • Planning, execution, and monitoring of:

- Contractor mobilisation:
- Emergency Response preparedness
- Coordination of contractor emergency response teams (for a multi-contractor site).
- Inspection planning progress and completion
- Audits planning progress and completion 
- Pre-task planning process (SPA) implementation
- Training planning progress and completion
- Risk assessment process
- Incident investigation processes

  • Support the development and provide input for the development of HSE Campaigns, Initiatives or Communications based on relevant HSE trending.    
  • Maintain the HSE performance management calendar to ensure that all of the required deadlines are met     
  • Assess and analyse effectiveness and efficiency of the correctives and preventives actions.        
  • Monitoring HSE programs functioning and implementation continually

Education

  • Engineering or Science degree or equivalent
  • Curricula: Formal HSE qualifications
    • Lead Auditor qualification (desirable)
    • NEBOSH (desirable)

  • 6 +Years

Specific Experience in the position

  • Minimum 4 years experience at construction sites in an HSE role involving the management of contractors.
