Title: Industrial Construction Manager
Job Purpose
As part of the JESA Field Service Construction Team, the Construction Manager (CM) is the full-time representative of JESA on site and is reporting to the Manager of Construction. The CM provides leadership and management of all construction activities of JESA Field Services on SMALL TO MEDIUM SIZED (TIC < $1 Billion) project site by leading a multi-discipline team of Construction supervision, HSSE, Field Engineering, Quality personnel and Subcontractors personnel. The CM implements the established policies, procedures, systems, and requirements on site. The MOC further interacts on daily basis with various stakeholders from supervision to Client Representatives.
Main Scope/Responsibilities
- As most senior JESA Representative on site, manages in cooperation with the Project Manager, the execution of a SMALL TO MEDIUM SIZED project on behalf of JESA on site.
- Ensure the approved Manpower Plan is staffed up and managed. Manages a Site Training Roster, and in cooperation with Field Services leadership, recommend high performance individuals for further staff training and development.
- Identify and align the goals, objectives, KPI's and responsibilities of the JESA- and SubContractors Site Teams with those objectives of the project as stated in the CEP regarding HSSE, Cost, Schedule and Quality.
- Review and assess performance of team members during the project execution and prioritize the development of organizational talent. Appraise performance; provide feedback. Serve as a coach & mentor for high potential Construction personnel.
- Ensure the Approved HSSE Policies are implemented to ensure high safety standards and compliance is maintained and all HSSE records are maintained on projects.
- Manage relationships with different stakeholders - internal or external a nd arrange and paticipate in at least one Client Satisfaction survey per year.
- Ensure strict implementation of JESA Quality Management System to perform QC monitoring during and after task execution to prevent rework.
- Ensure early detection of any contractual/legal/scope clarification/invoice matters that might have an impact on any project parameter, and manage accordingly.
- Drive the project’s L4 construction schedule and 3WLA schedules and ensure that an effective monitoring and reporting system is in place. Where progress is falling substantially behind schedule Recovery Schedule to be developed.
- Conduct Monthly and Weekly Progress Meetings and other ad hoc meetings as necessary. Give Input to the weekly/monthly progress reports.
- Implement with assistance of Turnover & Commissioning Manager, a complete Turnover system and work closely with PC&TO Manager on start-up priorities. Responsible for the Construction part of the close-out report.
- Field Engineering Dept for the efficient handling of FE matters. Review and reply on RFI's, Technical Queries, and other engineering matters.
- Generate a Site Risk Register and identify and mitigate risks to which the project could be exposed. Ensure regular Risk Management Meetings (at least quaterly or when required).
- Manage all Procurement aspects including ROS dates vs ETA dates, Long Lead Iterms, Vendor Schedule & Vendor presence on site and general Procurement Reporting.
Education
- Bac +4/5 - BS In Construction/Engineering Preferred
- Curricula: State engineer diploma or equivalent of any Engineering discipline
Global Experience
- 10+ years in construction/5+ years in field
Specific Experience in the position
- Over 10 years’ strong experience in industrial or petrochemical construction engineering and management.
- A minimum of 5 years in field positions of leadership and management.
- Various experiences within the construction field and working on different type of projects is a must.
