Title: HSE Engineer
Job Purpose
This role provides HSE Performance analysis, reporting and assurance to the project for HSE management system measurement and compliance. Advice on HSE management system implementation, HSE Key Performance Indicator analysis, and HSE dashboard integration. The role provides assurance for compliance to Client HSE requirements whilst focusing on the practicalities of implementation across the project site.
Main Scope/Responsibilities
- Planning (based on phase of work and JSTEPs):
- Project HSE Risk Assessment.
- Pre-qualification and bid evaluations (gap analysis and action plan).
- Preparation for contractor kick-off meetings.
- Develop operational control's monitoring tools
- Develop and/or review HASAP with input from engineering/design, construction, specialty contractors, supply management and Client (and interested parties if applicable)
- Ensure that HSE procedures and work procedures are developed and reviewed by the interested entities and/or disciplines
- Ensure that HSE program goals/targets are defined and specific to the project
- HSE assurance reviews (audits) on contractors on a periodic basis, for example;
- Bid review (assessment of HSE plans and gap analysis and action plan).
- Bid award (assurance of action plan when contractor mobilizes).
- HSE Audits of Contractors carried out according to schedule.
- Carry out Spot Checks for specific HSE compliance.
- Develop operational control tools (if necessary) for the project (Inspection/ Monitoring checklists, toolbox supports, & others...)
Analysis and Reporting;
- Ensuring data being collected from site is accurate and correct.
- Analyzing the data and maintaining all related KPIs and trending information.
- Identify gaps and areas of improvement.
- Develop and distribute weekly and monthly reports.
- Support the development and provide input for the development of HSE Campaigns, Initiatives or Communications based on relevant HSE trending.
- Maintain the HSE performance management calendar to ensure that all of the required deadlines are met
- Planning, execution and monitoring of:
- Contractor mobilization:
- Emergency Response Drills.
- Inspection planning progress and completion
- HSE meetings achievement
- Audits planning progress and completion
- Pre-task planning process (SPA) implementation
- Risk assessment review and update at regular intervals
- Incident investigation processes
- Monitoring HSE programs functioning and implementation continually
Education
- Engineering degree or equivalent
- Curricula: Formal HSE qualifications
Global Experience
- 4 Years
Specific Experience in the position
- Minimum 3 years experience (desirable) at construciton sites in an HSE role involving the management of contractors.
